The one caveat to my question is that fully understand this could make to the mainstream streaming services and Bandcamp. I have no interest in making money from a project like this. My only hope would be that it could be enjoyed on a demonitized Youtube channel (easy enough to DL from YT anyway…).

My answer is “no”, but that’s not factual. I just wouldn’t do it at all period, and try to find some other original mean of artistic expression that is not going to cause potential headaches in the future. A song with a few sample is immensely different from an entire record that is mostly sample-based.
If you’re not charging for it, I don’t see the issue. Loads of people release bootlegs and mashups on bandcamp, I doubt anyone cares. This is not legal advice lol
Negativland got sued but that never stopped them. What are you worried about? There’s lots of things on bandcamp with uncleared samples. If nobody pays attention to what you’re doing you can get away with almost anything.
Not everything can be promoted like a pop record. In my days we had white labels to share our naughty bits with the world. But if you’re asking for permission…
Even if the video is uploaded unlisted it still goes thru copyright check and depending on the copyright status of the music you’ll get either a simple copyright warning, the sound snippet will be silenced, or the video completely blocked. How aggressive the intervention is going to be will vary depending on the song/artist.
I’m not worried. I’m just trying to get a general idea of what “works” on Youtube even if it exists in a legal grey area. Negativeland sold cassettes and LPs, so that’s a bit of different scenario (and 30 years ago).
Lots of vaporwave and slushwave artists do it every week! Most limit streaming to Bandcamp/YouTube and give their albums for free. I’m not sure how they get around copyright and sample detection, I guess it’s all the processing they do on the samples. On the other hand, Nmesh’s music is on other streaming platforms as well, and his work is very referential! And talking about favorite plunderphonic albums, he’s plunderphonics-adjacent but his album Dream Sequins® from 2014 is a personal favorite and a classic!
I’ve got a couple of albums on Bandcamp that heavily and obviously sample various pop songs, been up for several years now. One of them got taken down from Spotify basically as soon as I tried to put it up though, so there’s that lol.
This used to be my favourite genre thanks to The Avalanches, then Negativland and then Girl Talk (not sure whether to count DJ Shadow or Dilla as it’s a bit different). I feel like the key answer to this is Girl Talk. I think no one has sued him because:
If the case was lost due to some fair use argument it’d make a legal mess
Artists realised that being featured in his productions actually got them new fans
What he does with people’s music is astonishing.
Oh and on this topic, one of my favourite films (I hosted a projector screening of it at our house once and everyone else also loved it) is Girl Walk // All Day which sets the All Day album by Girl Talk to an amazing dance around New York City.
It’s up there with Disney film Enchanted in terms of things I can fall back to whenever I feel sad. Actually, as Enchanted is also dancing around New York City maybe I should just move to New York City and dance. If you’ve got 78 minutes free to actually sit down and watch the whole thing I’d highly recommend it as it’s a beautiful thing that deservedly won lots of awards.
Watching The Was by The Avalanches was what got me thinking about this. They are probably the most heart tugging artists for me. I don’t connect with a lot of music on a super emotional level like I did when I was younger.
