Sometimes the staff working on the hearings themselves picks the “waiting music,” sometimes it’s just generic on -hold music.
This sounds like it was handpicked or at least selected from a less well-known batch of on hold music because I have never heard it and prefer it to what I have been subjected to!

Reminds me of the music in a scene from the film Beat Street, where they visit a dance studio and watch a “Modern” dance performance.
