it depends on the intension. If you allow download and you want that your listener has the best soundquality: 44,1 and 16bit as wav or flac (compressed and lossless) is imho the best choise.
No download: mp3 128er is the choise for listen in soundcloud only, cause your are right SC converts all to 128kbps.
