1 e and a is how you vocalize 16th notes. This is the equivalent of four steps on a 16-step step sequencer. The “and” can be shortened to + so it looks like 1e+a
What he’s saying is to take every 3rd trig (out of four…) and make it swung with 80%. So steps 3, 7, 11, 15. Now play that and set some trigs down on 1, 5, 9, 15 and you’ll hear a classic swing like you offered in your own examples!

66% is… ticks? (Apparently between 7 and 8)
80% is… ticks ? (Apparently 16)…
Not sure if the swing offset formula is 48x X% - 24 = ticks
Works with 50% : 48 x 0.5 - 24 = 0
66% = 48 x 0.66 - 24 = 7,68
80% = 48 x 0.80 - 24 = 14.4
