Once you set C1-10 on midi tracks, their values (not plocked values) are sent after a double stop.

My understanding of:
is wherever you leave the cc parameters, C1 left at 0 for instance.
However, for me double-stop sends whatever CC was sent last on that channel, not where I leave the CC parameters.
e.g. Even if I set C1 to CC94 and leave the value at 0 (an unmute message for an A4 track), if the last message it sent was 127, via p-lock or manually, double-stop will send 127 to A4 and mute its track.

Make sense. A power cycle probably reset it.
