My Syntakt e25 that I bought from a retailer came without a protective foil on the screen?
Is this something of an issue one might complain about?
I usually keep it on in case I don’t like the machine then resell value is better.

Are you sure? Sometimes the protective sheet is so thin and flush you barely notice it until a few weeks have passed. 
I read several accounts in the e25 thread of this being normal after seeing several other independent threads like this questioning whether or not it was a ting and myself then also thinking that it was a problem. But I guess it’s not a problem, it’s just a ting.

Reports from the e25 thread suggest these units don’t come with the screen protector. I’m not sure why this is the case, but hopefully no damage has come to your unit during transit. I’m not sure if a complaint regarding resale value would be valid in any case but hopefully this negates the need for this step. 
It doesn‘t have a foil. Or it‘s the most perfect attached foil in the history of displays
