no easy way afaik but there’s a lockdown mode, might be helpful…
I guess you could possibly set that up using the Shortcuts app
Can’t you limit what urls she can access instead using parental controls?
Telling her not to doesn’t work?
Give her boxing gloves for her birthday
…pretty much all humans need some sort of “parental controls” along their first steps and along their last steps in life…
no clue what to do in this case, when it comes to dealing with random links on the net, that might lead to all sorts of scams…
but u might wanna think about solutions, how to make sure, all ur moms real life backends are safe, no matter what kind of scam and worst case scenarios she might encounter in the digital realm…

Delete/remove safari & other browsers? Or use parental controls and disallow / limit to 0 mins per day.
Maybe parental controls can be configured so it sends request for each web link she wants to open so you can review it?
I don’t believe so. But using parental controls you can limit who’s allowed to text/call the phone, by choosing allowed contacts.
