Pbx funicular intaglio zone and Enclosure are my favorite Frusciante albums, and imho those are the ones where he managed to combine rock and electronics very successfully.
But as was mentioned above, it’s not a competition. Way too much good stuff out there.
I would say Jonny Greenwood is more virtuoso/wild in both arenas compared to Thom Yorke.

this guy is GOAT. my fav is Mr Bungle project, and I’m not talking about the vocals range from death metal to highest screeching pitches, how would one even compose and arrange this stuff… true genius!

I think Jonny Greenwood would need to have put at least one album out (which is not a soundtrack) for this to be the case.
