Has anyone encountered a bug with importing projects from DT1 where the global fx (and other global settings) are locked on DT2 with no way of turning global fx on and off?

No you are not missing something. Global FX / mixer settings are currently not (yet) implemented for DT2 in the UI. But since you can import DTOG projects it is supported somehow. See also the mention of this report regarding global mixer settings when importing a DTOG project: I think this will be added in a future firmware, or resolved by expanding the PERFORM KIT mode.
