Most power banks and chargers are delivering power at 5V @ 3A
Power banks support several output profiles, 5V @ 3A is just one of them, 15V @ 3A is another profile
Page 77 of the manual says the recommended power supply specs:
USB C PD, 15V, 3.0A, 45W
All 3 of those numbers are required basically at minimum, so a battery needs at least these specs or it won’t power on
