is it possible to change the current PART via MIDI?

No, sadly. As you know, you can only call up a pattern that has another Part associated with it in order to change Part.

Nope. Everything possible is in manual Annexe C.

Best workaround for midi control I guess.
Minimum quantize is 2 steps.
Trigs needed for machine / fx change, except for Pickups, but it can be buggy.

It’s the biggest bug in the Octatrack OS as far as I am concerned, and always has been.

Makes syncing two (or more) Octatracks kinda pointless / crippled.

Also, if the ability to change Parts was available; you’d have a VST/AU Octatrack plugin by now.
