I ran into this yesterday as well. It seemed like if I zoomed in further the cursor worked a little more like expected and I was able to get my chops saved before restarting, which fixed it

I experienced this as well and was puzzled at first, but for me it was because I was in snap-to-zero-cross-point mode. Pressing RESAMPLE again made the cursor should move freely. Could this be what was going on?
