Sorry if this has already been said…
… with this config, I’d assume you’d also need Pattern LEN to be 128, (or INF, and have a CHNG of 128). Having one track play at half speed but leaving Pattern LEN at 64 means you’ll only get half a run-through of your half-speed track.
NOTE: I’ve not tried to record a 128 step loop like this so I offer no guarantee 
Doesn’t work, RLEN doesn’t follow scale settings. RLEN values are in (regular) steps.
Halve tempo, individual track length set tracks to 2x to bring back to tempo? No good if wanting to use midi clock sync though.

When RLEN = MAX, I think you’d still need to set the pattern to play for 128 steps, no?

Depends, if you’re recording external audio or internally.
Internally, if you have 128 steps samples, you can play them with 1:2 trig condition.
Recording time doesn’t depend on pattern length, unless you use QREC=PLEN to quantize.

Maybe another way, albeit hacky and untested.
Record first 64 steps, go to AED select all, copy, record second 64 steps, move edit marker to start, paste.
Unfortunately you can’t paste after the end of a recording, extend actual sample length by pasting…
But there is the Pickup mutiply function, which allows you to double recordings several times.
