I can’t find much info on quantized sampling in Analog Rytm. Since the RLEN setting is featured in Digitakt, one would suppose that it could be implemented in AR as well.

Is there a technical reason for us not being able to set the recording length to, say, 64 steps in Analog Rytm?

there is no quantized recording feature on this machine, so there won’t be any info to find about it since it doesn’t exist. the technical reason is that it has not been implemented for the rytm’s sampling engine. maybe it will be someday.
you could email a feature request to elektron but that will probably feel less gratifying than reading the 1000 responses this thread will get about how the rytm is unusable without this feature and how unfair it is that digitakt has it and rytm doesn’t
