Echolution Deluxe or Ultra Pro can do this.

Can do both midi and/or tempo tap
There is a dry kill for using as send effect, and the “Trails” for slow fades after dis-engage can also be activated while dry kill is on.

with each time it is engaged (on the snare hit), I’m changing the filter settings on the delay taps.

Other options are Strymon Dig (no midi), Strymon Timeline, or Eventide Timefactor, TC Flashback X4. The midi implementation on Echolution is the best you’ll find , though.[/quote]
