I don’t know whether on the keyboard versions you could do this with the Mod Wheel assigned to filter but, even if that’s not possible, you could set each slot to receive on the same MIDI channel and just send one Control Change message to affect all the layered programs.

I am working only in hardware. So I want to use the filter knob on the synth to do that to the whole layer.
What happens if you assign Mod Wheel to control filter cutoff in the programs that you want to layer, activate all the slots, and play with the Mod Wheel?
