Anyway - the name you put in a search machine or database (spotify etc.) that results the most tracks that have substantial similarities in the key elements of the track you meant (here: „outrun”) should be a sufficient enough answer (multiple answers possible) to the question: “what genre is…”
And I think the genre name NewRetroWave is a pretty good educated guess in this case.
Compare search results of “NewRetroWave” and “Wave” and look if it is the same.
Addition: I think there is also a mathematical/logical mistake in your assumption that should resemble canceling out two negative values. (Who says that new and retro represent negative values and of the same amount?) And simply equating retro with new would confuse the world, too - hey look at my new fridge / retro fridge?
