First way to think about this is the difference between an ohmmeter ( for resistance / conductance ) and a voltmeter. ( measures electrical potential ).

The resistance or conductance is more a passive sort of thing, though changable with biological processes ( like sweating ), as opposed to electrical potential which takes an energy input to generate, whether biologically or physically ( like a thunderstorm, or electrical potential in the air, or a battery ).

In biological processes electrical potential is generated by the movement of ( ususually positive ) ions. Nerve cells are tiny active ion pumps. Muscles activate from nervous electrical pulses using actin to move.

In the field of bioelectricity, it is importamt to mention the pioneering genius of that science Albert Szent-Györgyi.
