Is there a way to reset preset’s default cc value on the external synth?
Say I’m triggering filter cutoff value change to my external synth via cc. I don’t know the default filter cutoff value for the synth preset being used, but is there a way to just reset it, besides double stopping the ot? Basically what I’m asking is how to return to stored patch original parameter values in a sequence? Am I making sense here? 
I guess you’re talking about Program Changes to recall the synth patch ?
Ot can’t know the default CC value for the filter for instance. But you can set it in OT.
I can see 3 (worse) possibilities to send the Program Changes again :
Change the Program Change manually and revert to initial value.
Pattern change with a different part and Program Change
Power on/off!

Are you asking about the position of the filter cut off, with in a patch?
If so, easy way would be play the patch on your external synth then use the OT to move the filter and match the postion. Then use parts. Save the part with the filter in its normal position, tweak away as much as you like, then reload part to restore normal filter position.
