Deactivated signal?

suuuhp.
I’m running an OT into a Heat. This is great!
OT cue out --> AH In L/R
AH Out to mixer ch. 1.
OT Main to Mixer ch. 2.
With the Heat deactivated I’m still getting (low) signal passing through.
I’ve tried getting rid of it with dry/wet, filter, yelling, fixing something to eat, peekaboo, etc.
The only thing that works is turning the Master Volume down.
Is the Active button just a 36db pad?
I figured it wouldn’t pass signal in the inactive state esp. 100% Wet…
Am I missing something here?

You are missing something. With the active button off, whatever is going to the heats inputs will be sent straight to the heat’s outputs. Def in the manual

One tip I came across recently is to dial in the wet level so that when you A/B the active button, the volume is roughly constant. I have found that helps when making tweaks to the Heat. It also helps preserve your ears / speakers. Once you get the patch set up, then you can crank wet level and go mental (if you want).
