Bank Program Change on Octatrack MK2

Can someone explain why the bank function of the program change doesn’t seem to work ?

You should be able to press FUNC+Bank to do this easy. For example, FUNC+A01 bank on the OT will do that. OT labels banks via the 1-16 trig keys.

The OP is asking about MIDI Bank Select messages in the OT’s MIDI sequencer, not about how to change to a new pattern in another bank using the front panel controls.
